We suggest the new theoretical model, which proves the existence of the new force with induction nature. The set of Maxwell type equations is used. Flat rotation of celestial bodies is investigated. Shape of galaxies and mechanism of forming of cosmic structures is explained. Structure of CDM can be represented in the form of the vortex field, which induced by the moving massive objects. We obtained formulas of the velocity of galaxies in clusters. The planetary orbit deviations are explained and its value can be easily calculated. It is shown that light can be strong deviated in the new field and even curved in ring.  Thus new source and mechanism of relict radiation is offered.
